Describe the Issue

Didn't play after the reset last night but doing a dungeon today I noticed BW was not being recommended anymore. Yes I have the skill and have been popping it normally in the rotation.

Was working fine till before the weekly reset.

How to Reproduce

1. Play as BM hunter with BW
2. Go through rotation
3. No BW is recommended at all
