[REC] Dev Evoker not getting Eternity Surge recommendations in single target.

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
Not getting Eternity Surge recommendations when expected.
How to Reproduce
Hit recommendations, should expect to see ES recommended. If I hit it manually I do get the "when to end empower" recommedation.

Seems that in the ST priority, the call action for ES is missing. I can confirm that it is in and at least showing recommendations in v10.1.0-1.0.1o
below is a screenshot (hopefully) of the st action list.
