[REC] Fire mage AoE rotation recommends spamming flamestrikes when the SKB buff is active

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
When you get the SKB buff in multitarget, the addon correctly recommends hardcasting flamestrike, however, all subsequent actions are all flamestrikes when it should be the usual aoe combust rotation that follows. When flamestrike is hardcasted, the addon catches up and switches the recommendation to a more correct one so its not a critical issue, but looks confusing.
How to Reproduce
Perform rotation on aoe dummies
Once you consume enough hot streaks to proc SKB buff, the addon will only recommend flamestrikes until flamestrike is cast.
