[REC] Windwalker Fists of Fury cancel not in agreement with class guides / discord

- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
Opening on behalf of Whappen in discord.
Fists of Fury is being recommended to cancel way more than it should. According to class resources, this should only happen during Serenity. The snapshot provided shows it happening outside of Serenity.

Play Serenity build, cast fists of fury outside of Serenity
