Describe the Issue

Hekili will recommend you cast penance before mind blast when both are off cooldown. If both are available to use you should mind blast first to receve the benefit of "Dark Indulgence" talent. Causing your next penance to deal 50% more damage.

How to Reproduce

1. Enter the game as a discipline priest
2. Make sure to have both "Power of the Dark Side" and "Dark Indulgence" talented.
3. Make sure both penance and mind blast are off coldown.
4. To make it even easier, make sure Mindbender is ON cooldown so you only see penance, mind blast, and smite in the recommendations.

The issue seems to be in the logic when entering shadow covenant. You still want to use mind blast before penance / dark reprimand.

Your snapshot is incomplete, it should be a massive wall of text.
