[REC] Rising Sun Kick recommended (multiple times in a row) when not available

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
Deep into combat Rising Sun Kick is recommended for the Mistweaver rotation while the action is not available. Using Blackout Kick in this spot instead of Rising Sun Kick and then continuing the rotation appears to be sorting the priority recommendation for a while until the above situation reappears.
How to Reproduce
- Play the game as Mistweaver
- Use the following talent build B4QAPOfh8E5EV1u1/5sg+UnhA0SKFJJHQUKtIkSEJNIlUEAAAAAAAAAAAAg0SSJJhkEtColk0ECAAEB
- Doing a dungeon - happening on both trash and boss.

It's recommended several seconds apart, so that much is valid. In the meantime, you can go to /hekili > Mistweaver > Action Lists > default and select the last entry (Tiger Palm). Delete everything in the Conditions box and press Accept.
The last entry for me is not 'Tiger Palm' - its '[Call Action List] - st'
