[REC] Sub rogue rotation wrong, keeps recommending eviscerate over secret technique

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
The rotation appears to not match the sim very well at all. It used to work almost perfectly but for some reason hasn't as of late. The issue with Secret Tech is still a problem. For some reason its prioritizing Eviscerate over Secret Tech even on the first Secret Tech CD. Secret Tech should be the first spender to be used and then Eviscerate while its on CD. It also appears generators aren't being utilized properly in Shadowdance windows as way more backstabs are being used instead of Shadowstike.
How to Reproduce
- Enter game as Sub Rogue
- Start CDs - Flag, Symbols of Death, Shadow Blades, Dance, Rupture, Shadowstike, Cold Blood
- Eviscerate will be recommended instead of Secret Tech.
- Secret Tech will be pushed back in queue and Eviscerate will be recommended.
