Describe the Issue

There is a setting for Brewmaster to recommend using Expel Harm when health falls below a certain percentage. However, it is not utilized in the Action Priority List (APL), resulting in Expel Harm not being recommended.

Adding actions+=/expel_harm,if=health.pct<=settings.eh_percent to the APL can resolve this issue.
