[REC] Ele Sham: Flametongue Weapon precombat in aoe on dual display wont advance

- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
In pre-combat on Ele Shaman, my AoE display using dual display won't advance beyond flametongue weapon despite the buff being applied. Manually adding buff.flametongue_weapon.down as a condition resolves to false appropriately, but the suggestion is still flametongue weapon. The below snapshots are with default rotation packs loaded, most recent version.
In particular, this line from the ST display is missing from the AoE display, implying to me that ST is following an enforced behavior to treat the buff as being up while the AoE doesn't.
