Describe the Issue

Thunder Blast is currently using 435615 which is causing Thunder blast to not be properly recommended. Swapping it to 435222 seemed to correct the issue for me. Looks like 435615 is the buff you gain showing how many stacks you have.

Attack 5 Target Dummies.
Pop Avatar to gain charge of Thunder Blast.

Additional Information

Currently APL hasn't been updated so the raidbot sim is not that useful.
