Describe the Issue
Assassin rogue hero talent for cold blood changes the behaviour of the CD.
Without talent: Cold Blood CD starts ticking once cast
With talent: It doesn't start ticking until the buff is consumed with envenom
Similar fix done for Ele sham Ancestral Swiftness: 3a860d2
