Describe the Issue

When using the Avenging Crusader talent choice, greater emphasis should be put on keeping Crusader Strike and Judgement on CD to best make use of the benefits of Avenging Crusader, which the normal priority does not recommend.

How to Reproduce

1. Play as Holy Paladin with Avenging Crusader talent selected
2. Attack dummy and activate/trigger Avenging Crusader
3. Judgement/Crusader Strike not prioritized over other less important abilities
