[REC] Very often recommending dispatch over BTE

Before You Begin

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
Basically the addon seems to recommend vanish -> dispatch even when between the eyes is on cooldown until you actually hit vanish and then it will immediately change to recommending between the eyes. This isn't the old time this happens, and I think it maybe has something to do with being in combat or not. Often times it will recommend opening with dispatch from stealth instead of between the eyes even when it's off cooldown and crackshot is talented.
How to Reproduce
Enter game, do rotation on dummies or anywhere until it tells you to vanish, look at the recommended sequence of events and note that it asks you to dispatch instead of BTE until you either vanish or get in combat etc...
