[REC] Treacherous Transmitter never being recommended in rotation.

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
So I just got this https://www.wowhead.com/item=221023/treacherous-transmitter last night and started using it and noticed that it does not get recommended in my rotation. Have noticed this behaviour with a few other newer trinkets. Usually the behavior I have seen in DF is that it usually recommends on pull, especially with most fights in new raid being Lust on pull.
How to Reproduce
- Enter game
- Start rotation
- Never get recommended to use trinket
- Kill boss
