[REC] Hammer of wrath is not recommended with blessing of anshe buff active

- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.

hi,
I noticed that Hammer of Wrath is not suggested although all other holypower generators are on cooldown and the spell would be available through the “Blessing of Anshe” buff.
To verify the whole thing , I edited the action list and moved HoW to the top with the only condition “buff.blessing_of_anshe.up”. the condition is also displayed as "true" as soon as the buff is available. Still HoW is not suggested.
I hope it's ok in this case that I had changed the default prio a bit for the sake of simplicity to check this :)
How to Reproduce
get all different holypower generator on CD (judgement+blade of justice and major cooldowns deactivated) while blessing of anshe is up and avenging wrath/crusade +"final verdict" buff are not active

just reproduced same issue with the default package:
buff is detected
445206 - blessing_of_anshe - 1 - 13.93
but still no action/HoW shown
