[REC] Doesn't track jadefire teachings buff or talent

- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Monk - Mistweaver
Describe the Issue
When casting jadefire teachings - Hekili doesn't track if the new talent is enabled or whether the buff is up. Both is "false"
buff.jadefire_teachings.up is false
How to Reproduce
- Talent into jadefire teachings
- Cast jadefire teachings
- Both appear "false" in APL.
