[REC] Black Powder / Shuriken Storm not suggested in AOE

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
Black powder can be shown for a short period of time, but i will most likely not be able to use it since GCD, Shuriken Storm can sometimes que up..
How to Reproduce
Enter game as sub rogue, using this specc: CUQAAAAAAAAAAAAAAAAAAAAAAAAM2mBAAAAAgZZMWmGzYmxMGjZYmZmhxsNLGzstNzMmZmBMWmtBAAAgZwAYMbGGYgZhFaxGM
Start hitting dummies..
Follow the recomended rotation, Black powder / Shuriken Storm will never be suggested..

You should only be using shuriken storm and black powder at like 7+ targets. See nimble flurry hero talent.
The sim you provided doesn't use it either. But regardless, the sub APL just hasn't been updated yet.

Forgive me but are you blind, line 4 and line 12 in the dmg breakdown in the sim ?
I scrolled the action list, it didn't use them until like 3 mins because you simmed a dungeon slice, my bad. Regardless my point stands, the sub APL hasn't been updated yet. When it gets updated, the rotation in-game should match the sims.
