Enhance Not recomending Lightning bolt in single target

Describe the Issue
While in single target the spell Lightning bolt/ Chain lightning or Lava Bust/Elemental Blast don't get recommended. Tried it in aoe and chain lightning does
How to Reproduce
1.Enter game as shaman
2.Use the recommend spec from https://www.archon.gg/wow/builds/enhancement/shaman/raid/overview/mythic/all-bosses
