[REC] recommended timing for Surging Totem

- I checked for an existing, open ticket for this issue and was not able to find one.

Describe the Issue
There seems to be a slight issue with the recommended timing for Surge Totem as an Enhancement Shaman.
I was running a Mythic+ dungeon, and in the video, you can see that:
At the 2-second mark, I was recommended to use Surging Totem, which I did.
However, at the 23-second mark, I was again recommended to place Surging Totem.
This seems incorrect, so I wanted to report this issue.

I've also been getting some odd surging totem recommendations when it's still on cooldown. I only get the suggestion inside keys so it's been hard to get a snapshot. It'll recommend surging totem with 3-6 seconds left on the cd from time to time best I can tell. I'll try to get a snapshot if it's not fixed before I can.
Also happening to me in M+ surging totem recommended 5-6 seconds before it is off cooldown and it breaks until the cooldown is done.
Can you take a snapshot (even out of combat) or atleast paste your talent export string so I can test with the identical talents?

I'm not able to recreate the issue, I will need a proper snapshot.

It only seems to reproduce inside dungeons, making it difficult to take a snapshot.
I’ll update with a snapshot as soon as I’m able to reproduce it.
