[REC] Standing in Dornogal and spell CD is flashing with like 5 FPS

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
I just standing still with my toon in Dornogal, and a 0.1 second CD is flashing on Surging Totem.

How to Reproduce
- login as enhancement shaman
- take this talent: CcQAL+iDLHPJSLC+6fqMJ8tubOzMjZwMYmxMzMmZsNmBAAAAAAAAAALwGMjFN2GQmJYDAz2kZgtlxYMYMz2MWmZmswyMLjZGAgZA
- be in Dornogal, switch to Ghost Wolf form, and back
- see the flashing

Edit: I experience this behaviour out of combat basically anywhere.
