Playing balance druid but first and third recommendations are always bear form

- I checked for an existing, open ticket for this issue and was not able to find one.

Describe the Issue
I'm playing my balance druid and I updated the addon today. Hekili is telling me to switch to bear form before casting anything, then switch back to bear form again after my first spellcast (wrath, in my screenshot).
How to Reproduce
Log in on a balance druid.
Load Hekili with the basic options for balance spec.
It doesn't matter what activity I'm doing (or not). The addon keeps telling me to switch into bear form and cast spells. I did switch into bear form a few times to see if that made a difference, but it didn't.
