[REC] Unholy DK unable to make recommendation

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
When doing the rotation from Hekili I get unable to make recommendation. Posting snapshot
How to Reproduce
Even on target dummy follow Hekili rotation to reproduce

Can you please provide a quicksim link for your character with the same talents / scenario (single target)?
Looks like even the unholy sim will sit and wait for up to 6 seconds ... Should we add a fallthrough option to wait for runic power (RNG generation from weapon swings and frost fever, which allows death coil to go through)? @Hekili @bjth
This wait is happening with roughly the same conditions as the sim. Not enough RP for death coil, but gift / vamp strike aren't up.

You're not in the same talents in that sim. Your snapshot was in a sanlayn build, the sim is a riders build.
