Describe the Issue

Primordial Storm often gets recommended late (Doom Winds falling off before recommendation) making it either be sent without DW up (falling right before recommandation, or too short in haste), or advised then immediately removed and not advised again before the PStorm buff falls off. It happens on both ST and AoE for me.

I believe this is due to Legacy Of The Frost Witch's behavior. It's often late on refreshing LOTW buff by spending maelstrom, and if LOTW buff falls off
it will try to rebuild it from scratch leading to loosing PStorm buff without sending it. I'm trying to snapshot it in a good way but it's rough, it's very dependant on either movement or uptime / maelstrom procs.
