[REC] Feral recommends combo point builders despite 5 combo points or Ferocious Bite/Ravage procs (outside berserk)

Before You Begin

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
I've been testing the feral APL with Hekili and I notice many times combo point generators are being prioritized despite 5 combo points being available and even fb/rav procs.
This CAN be the best recommendation when going Druid of the Claw with Coiled to Spring, but only during berserk. Besides I'm not specced into Coiled to Spring.
This occurs weirdly in low energy scenarios, outside berserk, but also randomly.
Talked to Celestial Repose the APL author and they said tge following:
"That sounds like an issue with pool_for_resource lines then
it's bypassing those and moving on the builders
Could probably fix just by adding a combo point check to the builder action list"
How to Reproduce
- Enter the game as a Feral.
- Go to 5 target dummies aoe testing, however this takes a while to happen, and occurs more in dungeons.
- Do rotation.

This is still a problem, I have 5 combo points charged and it recommends regrowth.
