Describe the Issue

the shaman skills in WoW are behaving strangely.

Please check and confirm.

How to Reproduce

I receive a recommendation to use Surging Totem and place it.
then
I use Totemic Recall.
Then, I receive another recommendation to use Surging Totem again.
However, in reality, I can’t use it again—only move its position. This seems to be a bug.
