[Cataclysm / Retribution] Hekili thinks Judgment gives Holy power without 2 set bonus

  • I checked for an existing, open ticket for this issue and was not able to find one.

  • I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Paladin - Retribution

Describe the Issue

For my Retribution Paladin in Cataclysm Classic, Hekili shows at 2 Holy Power that after using Judgment I should be able to cast Templars Verdict with 3 Holy Power, but after using Judgment it realises I am still sitting on 2 Holy Power and recommends Crusader Strike than.
(I am level 60 playing on a german client and dont have the T2 Set bonus that provides Judgment to generate holy power.)
