Evoker - Augmentation

Describe the Issue

Augmentation spec not recommending quell for interrupts, this occurred last season as well even with M+ priority checked or unchecked. abilities such as Time Skip is not being recommended. Also the suggestions seem to be out of sync like not suggesting Prescience on cool down sometimes or it asking for double use when only one is available. Also I have the Best in Slots weapon and switched into casting stance not melee and it will not recommend or suggest its usage in the que for the buff. Also at time there is a rapid fire suggestion as if it can't decide which spell it wants to suggest first.

How to Reproduce

Just perform standard recommendation rotation either on dummy or find a cast target to interrupt.
