It's my fault, I forgot the cooldown toggle.

Unable to reproduce. Please be sure when submitting issues that you are using the built-in packs, not your own custom pack.

When toggled off, abilities are treated as though fully on cooldown. Otherwise, priorities would constantly attempt to prepare for the ability to be used while never being able to recommend them.
