Havoc Opener Duplicate Issue

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
So for Havoc, aldrachi reaver to be more exact, i expect the addon to recommend me to expend my empowerment in chaos strike and blade dance to active Thrill of the Fight damage buff before using Eye Beam, but its not doing that, and sometimes the addon recommend reavers blade even when i didnt spent all my empowerments yet. Sorry if i am misanderstading anything, but every where i see it is recommended to do this. I dont know if i can do this but i linked a second pastebin of the second problem, if it is not optimal i can open another ticket
How to Reproduce
Be a Aldrachi Reaver Havoc DH, use reavers glave to enable the empowerments. The second problem you need to have the empowerments unspent and generate another reavers glave proc

In at least one of these cases, the issue is that the Havoc priority is written with an opener in mind, which may not really line up with reality when going from pull to pull. We're looking into this.
