Describe the Issue
Multiple issues as talked in Discord such as :
- Engulf seems to be excessively pooling in AoE and ST. It should be mostly sent as close to CD as possible with all 3 dots up (no matter the Firebreath Rank) for the 150% dmg amp and a shattering star buff on target if available, and pooled when Dragonrage is coming up. When doing the opener in AoE, it very rarely double engulf and recommends to send it at 100% dmg amp instead of sending a living flame before.
- No shattering star recommended in AoE (should be recommended when not capped in essence to stack the tier set empowered spell buff)

You have Engulf broken out to your Interrupts display, so I'd need that snapshot instead.

I would need the Eternity Surge recommendation snapshotted, edit: but there's a very good chance that the priority just deteriorates with Engulf broken out to a different display. In the Primary display, Engulf is constantly on full CD, so it won't be making recommendations that are in anticipation of Engulf becoming available. You might be able to alleviate this by going to /hek > Abilities > literally any ability and checking (GLOBAL) When Cooldowns Shown Separately, Use Actual Cooldown.
No promises on that, but if you do weird stuff, you get weird results.

As you said I tried the new iteration (more friendly engulf) with engulf put back as default in recommendations and not baked in interrupts (which is something I did before when it felt broken) and it's now advising SS as should be as well as engulfing and pooling at right timings. It used to be better before the new iteration but now it effectively broke.

What should have been recommended? The entry for Fire Breath that was selected is st - 5. Engulf is usable (note: there's something odd with 'duration' in this entry), and Engulf is expected to recharge again by the time your next Fire Breath goes off. There are a couple of adjustments I could make to this entry, but both of them would end up using FBr4 sooner rather than ruling it out.

I'm not sure what to say, this is similar to my initial comment about Dragonrage burst window that should aim for send engulfs as soon as possible to maximize their uses over the duration of the fight (AOE or ST)
I tested the latest iteration you sent me in a +11 and it asked me to R4 FB all the time in single target on bosses, sometimes sent double engulf right before dragonrage too, I didn't have time to snapshot but I'll try to do a few more and see.
Edit : testing the latest iteration of the curseforge update it seems a lot more consistant regarding asking for R1 FB but it does still ask for random R4s, far from cds, with double engulfs (resulting in single dot unbuffed engulfs)

The R4 in single-target is pretty explicitly intentional in the Devastation priority:

It looks like the sim, as written, will use Dragonrage before Shattering Star; you can see above that Shattering Star was used 4 seconds after Dragonrage here and 6 seconds before Fire Breath. This may be one of those things where it's preferred and optimal to line things up as you describe when it's organically possible, but delaying to make it happen is not as great.
If you test alternate sims that appear to line up as you describe and outperform the current sim profile, I'd be interested in seeing it.

DR means the cast was during Dragonrage. SS means the cast was with Shattering Star applied. You can see that there's almost no coordination outside the opener to make Engulf align with Shattering Star. It's a "nice to have" -- but apparently not mandatory.
