[REC] Brewmaster - Despite stagger settings, Purifying Brew is being recommended immediately.

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
The addon is recommending Purifying Brew as soon as I enter combat, regardless of my current stagger, and not when my stagger reaches the specified thresholds I've set in the settings. I have tried changing the numbers and ticking and unticking some of the options, but nothing changes. It even happens on target dummies, where no damages is taken.
How to Reproduce
- Enter combat on target dummy.
- Purifying Brew is recommended.
- Cast Purifying Brew.
- Second charge is now recommended.
- Cast second charge.
- Purifying Brew is recommended again as soon as it's off CD.

If I had to guess, the PB entry that you're seeing is related to your Purify for Celestial Brew setting being turned on.
Purifying Brew is not recommended in your snapshot.
It most certainly is. Maybe it’s not clear in the pastebin I sent, but there’s three snapshots because I have abilities separated into standard, defensives and cooldowns. If needed I can take a screenshot later of the addon recommending Purifying Brew immediately.

Also I’m not sure which setting you are referring to?
I think the Purifying Brew action lines in the Hekili default APL were locally added at a time when those recommendations made sense, but I don't think the conditions on those lines have made sense since Dragonflight. It's certainly worth revisiting, especially since those lines didn't come from SimulationCraft.
