[REC] Tome of Light's Devotion use on armor

- I checked for an existing, open ticket for this issue and was not able to find one.

- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
Most likely for all tanking specs, the tank trinket Tome of Light's Devotion only shows use suggestion when its off cooldown. Current suggestions say that you only use the trinket when you switch to the armor power to get it back to crit. Trinket Tome of Light's Radiance now disabled so that it doesnt show suggestion.
Buff that should be up.
Inner Radiance. ID 450720
Buff that should be switched as soon as possible.
Inner Resilience. ID 450706
How to Reproduce
- Enter game.
- Enter combat.
- Buff on Inner Radiance.
- Hekili Suggests switch without checking buff
