For Chronowarden augmentation, addon is never recommending Breath of Eons and sparsely recommending Upheaval

Evoker - Augmentation
Describe the Issue
Did a full key as Augmentation evoker in Chronowarden hero spec (which just got fixed in the latest update) and Breath of Eons was not recommended once, and Upheaval and my trinket were recommended erratically.
How to Reproduce
- Augmentation Evoker Chronowarden Hero Talent spec
- Talent Build: CEcBV7//nP39x/JJympTqouKSgZZmtZmZGmBzsMjZmxMbAAAAAAAAYmBzwYoGmZGAAAAMzMz2YmZZMzAzYGDWglxwYbAMTEbYMA
- Follow Hekili opening recommendations (Blistering Scales -> Prepull Chrono Flames -> Prescience ->Ebon Might -> Tip the Scales -> Fire Breath
- After Fire Breath, Hekili just recommends Eruption spam to extend EM but erratically recommends Upheaval and trinket - in this case Abyssal Volt - (in pastebin below it didn't recommend either in EM window at all) and never recommends Breath of Eons
- This does not appear to be an issue in Scalecommander spec, it recommends Breath of Eons, Upheaval and Trinket in consistent sensible places based on API.
