Shadow Priest - Voidweaver - Rotation not working

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Priest - Shadow
Describe the Issue
Shadow Priest in Voidweaver hero spec is not consistently recommending other abilities besides Vampiric Touch and Mind Spike spam. It is not recommending the potion, Void Torrent, Dark Ascension.
How to Reproduce
- Enter game as Shadow Priest
- Be in spec for Voidweaver single target
- Go into raid.
- Look at how rotation does not really change. Cast Halo, VT (x2), spam Mind Spike until VT (x2) refresh, spam Mind Spike.
- You can FORCE it to change, sort of, by using void eruption on your own but then it will revert back to vamp touch and mind spike spam.
