[BUG] Snapshot doesn't work exactly when I see rotation issue.

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.

Describe the Issue
Feral rotation is getting better, but is still broken.
Sometimes rotation is getting stuck - I tried to snapshot during this stuck period, but it seems to bug out always when it's stuck. Snapshot works fine when rotation is not stuck.
How to Reproduce
- Play DPS Feral Druid on Cata
- Start rotation on Training Dummy
- Wait for the rotation to get stuck (suggests Ravage when Ravage just got used, suggests Feral Charge when Feral Charge just got used)
- Try to snapshot

I'd have to record some more evidence too since there are some moments that I try to snapshot, it does snapshot, but it refreshes the rotation before the snapshot is taken so it seems like everything is fine even though before I tried to snapshot the rotation was stuck.
Just alt-tabbed into the game. My 1st cast on rotation was suggested to be Rip (I was in Bearform with no Combo Points on target).
I tried to snapshot, it refreshed the rotation and shown MoTW as first cast (on screenshot too).
I'll check pure rotation issues later on, but right now:
- it suggests Thorns while Leaveweaving and Thornweaving even when Feral Charge is on CD (so DPS loss)
- suggests immediate Ravage even if energy is full or clearcasting is on (DPS loss)
