Alter Time never appears in recommendations (Arcane Mage, Dragonflight/War Within)

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
Alter Time never appears in the recommended actions in any Hekili display, under any condition, even with the most basic setup:
I set a Defensive action list with only Alter Time as the first entry.
The condition is simply 1 or cooldown.alter_time.ready & buff.alter_time.down.
All other spells in the same action list show up as expected, but Alter Time never does, regardless of talent, cooldown, toggles, or list order.
I confirmed it is not disabled/blacklisted in the Hekili display.
[Call Action List] - defensive is being called properly in my main priority.
I tried this on a completely new, reset Hekili profile, with all other addons disabled, and the bug persists.
Alter Time is talented, in my spellbook, and on my bars.
No other spell in Hekili exhibits this problem—only Alter Time.
How to Reproduce
Log into the game as an Arcane Mage with Alter Time talented.
Open Hekili, create a new Defensive action list.
Add Alter Time as the first entry, set the condition to 1.
In your main action list, call the Defensive action list at the top.
Enter combat and observe that Alter Time is never recommended, even when off cooldown and not active.

Additional Information
/hekili debug does not display any evaluation for Alter Time in the overlay.
I have tried resetting Hekili's SavedVariables and reinstalling the addon.
No other defensive or utility spell has this issue.
This occurs on the latest version of Hekili , WoW Patch 11.1.5, retail servers.

Maybe the spellID was changed for it, will look into it.
Unrelated, whatever you did to your pack, it has about 700+ lines of errors and warnings in it.
Thank you. Yes i have gone through all of these and don't know how to get rid of them. It seems like spacing error, but then when i check my conditions they don't have any issues.
