[BUG] Target swap being recommended while "Allow Target Swaps" is disabled

Describe the Issue

The addon recommends to target swap Lava Lash even though "Allow Target Swaps" is disabled.

Change submitted. The way it was set up, the spell was using your target swap settings regarding lashing flames, but not for flame shock debuff spread.

As discussed here (#4886), it's probably best to leave that as-is. Ignoring that target swap could be a significant damage loss. It's only showing that for flame shock spread when your swap settings are off.
