How to Reproduce

1. Enter game as new Dracthyr Evoker.
2. open Menus
3. click on Abilities

If it's a brand new evoker, did you even pick a spec yet?

This addon is designed for max level characters

…

It does say that when you first log in on a lower level character, in big yellow text on your screen. But if you aren't even a spec yet, and still in the tutorial area, it might just be a technical limitation with that the code returns in-game.

I am not familiar enough with other rotation addons to suggest any that support lower levels.
