Spell Queue Disappearing as WW Monk

BEFORE SUBMITTING AN ISSUE:
1. Check to see if you are using the latest version of the addon. If there is a newer alpha/beta/release version, see if your problem exists with the new version.

Describe the Bug/Issue

To Reproduce
Steps to reproduce the behavior:
- This usually happens while running old content as a WW monk. Usually it is when I am fighting multiple opponents.
Expected behavior
The queue should not decrease in size. I had my queue set to 5 icons. It will go down to 4, then 3, 2, 1, 0. Once it hits 0, no abilities are shown. Once I use an ability then the whole queue comes back.

This is under investigation; I received a potential fix from Monk theorycrafters but haven't tested it yet. It'll go in 1.0.17-beta6 or the 1.0.17 release.
