[REC] ⚠️ Frost DK frostscythe in single target and pillar of frost never recommended

Describe the Issue
It seems even in single target for a while the addon suggests dumping all runes into frostscythe regardless of aoe or single target which is not how the opener should go for the spec. As well pillar of frost never seems to get suggested.
How to Reproduce
- Enter retail wow as a frost death knight
- Make sure you have frostscythe talent taken
- Proceed to hit a single target dummy
- The rotation preferrs frostscythe in the opener and will never reccomend pillar of frost.
