[REC] ⚠️ Death and Decay

Describe the Issue

When you have Legion of Souls up, it gives you the effect of death and decay for it's active duration of 12 seconds. Yet, Hekili, always says to cast death and decay in that important window which is a big dps loss.

How to Reproduce

Just play Legion of Souls and you will see it will recommend death and decay every time, yet you already have it due to LoS.

Additionally, also provide a raidbots quicksim link with the same talents / target count. These parts of the ticket are not optional.
