[REC] ⚠️ Frost w/Riders Single Target Raid spec not having cooldowns recommended (Pillar, FWF, Breath)

Before You Begin
- I confirm I am using the latest version of the addon (outdated versions may have problems that were fixed on the newest release).
- I confirm I am playing on official Blizzard servers (not private servers).
- I checked for an existing, open ticket for this issue and was not able to find one.
- I have updated the issue title to clearly describe the problem.
- I am reporting an issue with the default specialization priority (not a custom or imported priority).

Describe the Issue
No cooldowns besides Empowered Rune Weapon are being suggestion in the Primary display. It does react to Rime and Killing Machine procs but is not suggesting major cooldowns such as Pillar, Frostwyrm's Fury, and Breath of Sindragosa.

How to Reproduce
- Enter game as Frost DK
- Check rotation
- Start Single Target rotation
- Watch for CD's to be recommended

You have pillar of frost disabled. and most of the other cooldowns rely on checks for that.
