When pet 1 is dead in combat, summon pet 1 can not be used

Let pet 1 dead in combat

Using context cues, that would mean revive your pet here. Or I think you might actually be allowed to summon a different pet.

This is a Blizzard bug currently with pets. When they die they are re summoned but have no pet bar. Just disable the ability until it is fixed.
