Before You Begin

Describe the Issue

Fire Breath and Upheaval were being recommended correctly when I tested against training dummies, or when I went until a dungeon solo to troubleshoot. It's only when I'm in a dungeon group that they're not being recommended (follower dungeons count).

To make sure I didn't do something wrong, I completely reinstalled Hekili (including deleting the configuration LUA files).

How to Reproduce

1. Enter the game as an Augmentation Evoker
2. My talent loadout (other builds I have are showing the same behavior): CEcBV7//nP39x/JJympTqouKSwMLjtZmZGLDMzyMGzYmNAAAAAwAAgZGYYMegaYmZAAAAwMzMbjZGjZGDzwYwCsMGGbDgZiYDzMA
3. Enter a dungeon group. Solo against a target dummy, or solo in a dungeon shows the correct behavior. Follower dungeons work for reproducing.
4. Just follow the standard rotation. Fire Breath and Upheaval will never be recommended.

Additional Information

This only happens when in a group. This caused me some difficulty in troubleshooting as the first thing I'd do after a bad dungeon run would be to go hit the target dummies, and things would be fine.

I don't know if it will happen in open world (while in a group) or in raids, I have only ever done mythic dungeons so far this season.
