[REC] ⚠️ Assassination rogue using netherprism too often

Before You Begin
- I confirm I am using the latest version of the addon (outdated versions may have problems that were fixed on the newest release).
- I confirm I am playing on official Blizzard servers (not private servers).
- I checked for an existing, open ticket for this issue and was not able to find one.
- I have updated the issue title to clearly describe the problem.
- I am reporting an issue with the default specialization priority (not a custom or imported priority).

Describe the Issue
unyielding netherprism is not currently matching apl use. my sims show it being paired with death mark. currently it is being recommended on 20 sec cd. I saw the changelog mention it being fixed, but it doesn't seem to be so for rogue. i am seemingly also not able to disable the item. with the box checked to disable it, it will still show regardless; also tried reload/restart/reinstall.
How to Reproduce
- Use st fatebound build
- Do opener as normal from apl
- Continue rotation as normal during cd of netherprism
- As netherprism cd finishing approaches, it is added into predicted actions
- Will jump to start of priority even though the charges should be saved to align with cooldowns
- Cannot disable item in settings.
