Describe the Issue
For my Havoc DH Fel Scarred, prio list while in meta with the 2 p set bonus of s3 equipped seems wrong.
hekili still priorises blade dance before chaos strike while imo aura is running...

priorize blade dance instead of chaos strike

Had the issue in M+ build, hekili use the immo aura for fury, ignoring the tier set from what i've seen.
I will third this, it seems to be for both ST and AOE. If you go by the rotation logic shown in this section of the wowhead guide, it changes what Hekili should be suggesting.
Quoting:
"Fel-Scarred has rotational rules around pressing Blade Dance and Death Sweep due to their season 3 tier set Demon Hunter Fel-Scarred 11.2 Class Set 2pc and Demon Hunter Fel-Scarred 11.2 Class Set 4pc.
While Immolation Aura and Demon Soul are active, you do NOT press Blade Dance or Death Sweep, except to proc a Demonsurge at the end of your Demonic windows.
The reason Demon Soul plays any impact despite what should be a flat 20% increase that buffs Blade Dance and Chaos Strike equally is there is a bug causing it to buff Burning Blades further increasing Chaos Strike damage."
This is exactly what your sim does. If the guides disagree with the sims, that's an issue you should bring up to the Demon Hunter discord so one of them can be corrected.
