Shaman - Elemental

Describe the Issue

Elemental Shaman's buff.fusion_of_elements_fire.up, buff.fusion_of_elements_nature.up still remain false after using icefury.

How to Reproduce

Enter as an elemental shaman, and make sure the talent fusion of elements is selected. And then cast the lighting chain until Icefury becomes available, then cast Icefury to check buff.fusion_of_elements_fire.up and buff.fusion_of_elements_nature.up remain false.
