[REC] Elemental shaman Ancestral Swiftness and Primordial Wave not suggested correctly

Before You Begin
- I confirm I am using the latest version of the addon (outdated versions may have problems that were fixed on the newest release).
- I confirm I am playing on official Blizzard servers (not private servers).
- I checked for an existing, open ticket for this issue and was not able to find one.
- I have updated the issue title to clearly describe the problem.
- I am reporting an issue with the default specialization priority (not a custom or imported priority).

Shaman - Elemental
Describe the Issue
The add-on suggests using AS and PW out of sync, even though they should always be used together, despite them desyinginc by themself by a few second,
Basically, the add-on should simply wait and cast them together.
How to Reproduce
1 - Enter the game and play as elemental shaman with farseer hero talent (but i guess it is the same with nature swiftness for SB)
2 - Do you rotation and cast AS/PW
3 - Keep you rotation and the issue come up

The issue is that they should never be desynced (unless Mayor cd are coming in) and this is shown in both in sim and in guides

Seems to me that this is technically obeying the sim behaviour.
The sim only casts flame shock when all of these are true:
- It is down
- You don't have surge of power
- You don't have master of the elements
The sim casts primordial wave unconditionally
The sims also casts ancestral swiftness unconditionally
If the dot happened to fall off between those 2 abilities, the sim would make the exact same choice. Unfortunately, the sim also gets really lucky ascendance procs from DRE which refresh Flame Shock such that this situation never occurs.
