[REC] ⚠️ opener for Devastation evoker is trying to fish for a proc

- I checked for an existing, open ticket for this issue and was not able to find one.
- I have updated the issue title to clearly describe the problem.
- I am reporting an issue with the default specialization priority (not a custom or imported priority).

Describe the Issue
it is trying to fish for a essence burst proc with new 4 set everything after the opener is good but the opener does not work/recommend correctly
How to Reproduce
equip the new 4 set
and the primary/single target bar should be like this

Edit:
After multiple tests it seems that openner is correct, shows multiple LF after DR but changes after fishing 2x proc. But I feel like rotation ignores using engulf during fight. I most of the time find myself with 2x engulf stack waiting. REC always wants to use 2x engulf back to back but top logs using it on cd outside of Dragon Rage. And then you wanna pool 2x engulf when is it next DR window.
I also did not get how this raidbot starts with 1 essence proc on the pull, they need to fix it.
