Describe the Issue

Arms with slayer talents does not recommend Storm bolt during bladestorm

How to Reproduce

Enter game as Arms warrior
follow recommendation until bladestorm
once bladestorm is active storm bolt is not recommended

This also happens with Fury. I will get a snapshot along with a raidbots sim for fury and add it here, unless you'd like another ticket open for Fury
